Announcement: My name is Ernie Kawa and I'm declaring my candidacy for County Commissioner. I'll be running on the Republican ticket. I consider myself a problem solver. The hardest thing about solving a problem is identifying the cause. The solution is usually easy and most of the time it only takes a few minutes to resolve. Accountability is the most important aspect of any individual or government organization. I am accountable for my actions and will demand the same of anyone who works for the county. Incompetence is unacceptable. It will be addressed and dealt with. I have worked with the employees of this county for many years and can tell you they are a devoted and admiral group of individuals, with one thing in common, taking care of you. As with any group, there are some exceptions. You don't judge the group by a few issues when you can resolve the problems. How many people do you know who are great workers but poor managers? Get the message? You place people in positions to get the maximum productivity out of them. I am starting my campaign early to get your input. I bet we can start solving problems just by talking about them. Let the problem solving begin!!!

Wyoming State Statue Qualifications for County Commissioner:
 Title 18, Counties, Chapter 3, County Officers, Article 5, County Commissioners, 18-3-501(a)&(b) also taken from the Wyoming County Commissioners Handbook, pp 3."The board of County Commissioners consists of either three or five members with staggered terms of office, each serving a four-year term. To be qualified for the position, one must be a qualified elector." Title 22, Elections, Chapter 1, Wyoming Election Code, 22-1-102, Definitions, (a)(xxvi). "Qualified elector" includes every citizen of the United States who is a bona fide resident of Wyoming, has registered to vote and will be at least eighteen (18) years of age on the day of the election at which he may offer to vote. No person is a qualified elector who is a currently adjudicated mentally incompetent person, or who has been convicted of a felony and his civil or voting rights have not been restored....

Training:  I worked as an emergency dispatcher for the Sublette County Sheriff's Department from August 1984 thru October 2003. During that time it was my responsibly to answer all incoming calls (there were numerous land lines including 911 and roll-over lines from the administrative offices). All radio's: which included Search and Rescue, Clinics, EMS and Fire (both north and south county), County and Metro police, and Emergency Management. We monitored Highway Patrol using scanners so we could tell if they needed assistance, and responded accordingly. A Salex channel was later put in to talk to state agencies and also Highway Patrol dispatchers out of Cheyenne. Other responsibilities were (after hours) taking care of window traffic (a lot of calls for assistance were from walk-ins). We had to issue Incident Reports for the officers when calls were dispatched. Everything said over the radio was documented. We were the after hour Notary's, monitored the jailers and jail activities. I did all the running of driver's license checks, ran all contacts the officers had with NCIC (National Crime Information Center) and state Wants and Warrants (officer safety was a high priority). When officers were on a call or traffic stop, I did "status checks" often to make sure they were OK, on situations that were questionable, I dispatched back up. Other duties were background checks on everyone coming into the jail facilities. In addition I was responsible for the writing of the "Dispatch Manual" and was assigned as "Training Officer" for training new dispatchers. Other additional duties included being the "TAC" officer which is the Terminal Agency Coordinator. My responsibilities included making sure all entries into the state computer were accurate and that all procedures were followed when any transaction took place entering or using this classified information. I was also the one who answered to the auditors during the annual state inspection / audit. This included being responsible for entries, dissemination, removal, accuracy and management of all NCIC files, State and Local, wants and warrants. I also completed 372 hours of specialized training which included: Law Enforcement Telecommunications Systems; Basic Communications; Advanced Communications; Critical Incident Communications; AIDS/HIV Workshop; Techniques for Dispatchers; EMD Provider Training; CPR; Total Quality Management; Map Reading and Interpretation; First Line Supervision; Emergency Management; Severe Weather Spotter Training; Basic Life Support; Computer Training; Field Training Officer; Leadership and Influence; Hostage Negations and Communications; and Heart saver CPR. I've been self employed and have had management experience while serving in the Air Force and when working for local, large and nation wide Cable TV construction organizations.

Background:  My family and I relocated to Wyoming in 1973 (I wasn't born here but I got here as fast as I could.). I enjoy hunting, fishing, hiking and just plain getting out. My personal life is just that, personal. I share it with people I know and trust. As I get to know you and you get to know me, we can share our life's experiences.

I will voice your concerns as I receive them. Your name will not be used in any discussions about any subject that you present. I will not post any attacks on any particular person. Concerns about a department, agency, and anything dealing with Sublette County are fair game. We will deal with facts. There will be no more "Smoke and Mirrors"!

Webpage:  This is a whole new experience for me, so be patient. If you pull up my website and something isn't right, let me know. Last year I didn't know anything about making a webpage, today I have built one. It isn't fancy, with all the bells and whistles, but I'm sure it will raise some eyebrows. I've divided it into two sections:  Home page; This page will give you some idea on who I am and how I think. What will I do; is a summary of issues that will be addressed.  Promises; If elected, these are the things I will pursue until they are accomplished.
